Yes, the water is hypersalinated, which makes it impossible for anyone to sink. But there are those who do not follow the rules (which are available in the Dead Sea hotels). The rules are not very demanding. It only says that visitors should just float on their backs and not try to swim normally. Swimming with stomach first would be difficult because the legs have the tendency to float better, making the head submerged in the water. And since the water contains a dense amount of salt, it stings the eyes so much, which may add panic for someone whose head is underwater.
